Short answer
Leave it to the administrator. Under Malta's Condominium Act the administrator collects every owner's contribution and can take action to recover unpaid amounts on behalf of all the owners (Cap. 398, articles 16 and 17). Keep paying your own share, check that the unpaid figure is correct, and ask the administrator for a written plan to recover it.
What the law says
Each owner contributes to the cost of the common parts in proportion to the value of their unit, unless the owners have agreed otherwise (article 11). Where owners can use a part unequally, the cost can follow the use each can make of it.
The administrator's job includes apportioning these costs, collecting the contributions and claiming money owed. The administrator represents all the owners in matters concerning the common parts and can take legal action in their name to recover what is owed (articles 16 and 17).
What to do first
Ask for a clear statement: the approved budget, each unit's share and what has been paid. Many "unpaid" balances turn out to be a payment made under the wrong reference or a share calculated on the wrong basis.
If the figure is right, the administrator should write to the owner privately with the amount, how it was worked out and a deadline. Other owners should be told the effect on the block's funds, not the neighbour's personal details.
If it stays unpaid
Recovering unpaid contributions is the administrator's job, so the administrator escalates on behalf of the block, normally with legal advice. Do not stop paying your own share or deduct a neighbour's debt from it: that puts you in arrears too and weakens the block's position.
